

PAFSMP Chief Fredelita C. Guiza lectures on performance management as ARDOMA and PMS delegates listen intently.
Dagupan City. Newly appointed Presidential Assistant for Food Security and Agricultural Modernization Program (PAFSAMP) Fredelita C. Guiza, guest of honor and presiding officer of the joint conference of the Association of Regional Directors and Operation Managers (ARDOMA) and Project Managers Society (PMS) on December 7, 2015 held at the Star Plaza Hotel, this City, gave interesting insights concerning Results-Based Performance Management System (RBPMS).
In an attempt to propel a unified and functional National Irrigation Administration (NIA) towards higher productivity, transparency and greater accountability to its stakeholders, Secretary Guiza discussed the importance of a sound financial management system to fuel the agency’s immediate compliance with the Department of Budget and Management’s (DBM) basic systems (installation) requirement relative to Executive Order No. 80 s. of 2012 which directs agencies to adopt a Performance Based Incentive System (PBIS) for all government employees. Guiza encouraged NIA managers to work harmoniously in pursuit of employees Performance Based Bonus (PBB) which is now being enjoyed by other government agencies. She averred to look forward to that fateful day when NIAns will be finally entitled to PBB before she steps down as PAFSAMP Chief by the end of the Aquino administration.
During the conference which lasted for five hours, ARDOMA President William Ragodon gave a comprehensive report on the assessment of NIA’s physical accomplishments vis-a-vis commitment from Regional Irrigation Managers (RIM) during their recent ARDOMA conference held in Bacolod City. The managers also discussed various updates and preparatory plans for calendar year 2016. Project Managers present, on the other hand also presented their respective accomplishment reports. The joint management conference was facilitated by PAIS Manager Pilipina Bermudez, The ARDOMA and PMS delegates were later entertained during the Christmas party by the host region under RIM John N. Celeste later in the evening with upbeat audio visual presentation of different tourists destinations in the province, treated with a sumptuous dinner, cultural dance presentation which featured the norms and rich culture of Pangasinan and Christmas renditions and repertoire courtesy of NIA RO1 Music Ensemble.
